INTERPRETER QUALIFICATIONS IN THE UNITED STATES

 

     Currently there is no national Sign Language Interpreter qualification law. Many States have independently developed laws to assure people providing interpreting services for the Deaf and hard of hearing are qualified to do so. The State laws vary greatly from each other and new laws are being written as well as older laws being modified on a regular basis. To find the current state of requirements in the State where you wish to hire in interpreter contact the State legislation and / or the State’s office of services to the Deaf and hard of hearing. 

     Due to the lack of Federal and widely discrepant State laws a couple of national and a few state organizations have developed tests to measure the competency of Sign Language Interpreters.  The Registry of Interpreters for the Deaf in conjunction with the National Association of the Deaf (RID & NAD) have been the primary two national organizations developing tests for general interpreting competencies.  Boys Town National Research Hospital in Omaha, Nebraska responded to requests for tools that could assess the proficiency of educational interpreters by developing the Educational Interpreter Performance Assessment ® (EIPA)

     Holding a valid nationally recognized certification is not a guarantee that an interpreter is qualified for every situation requiring an interpreter however it should be a minimum qualification when determining to secure an interpreter's services. There are also specialist certifications and years of experience in an area of interpreting that require skills beyond that of a generalist. Ex: legal, medical, educational settings.

CI (Certificate of Interpretation)  

    Holders of this certification are recognized as fully certified in interpretation and have demonstrated the ability to interpret between American Sign Language (ASL) and spoken English for both ASL-toEnglish and English-toASL tasks. The interpreter’s ability to transliterate is not considered in this certification. Holders of the CI are recommended for a broad range of interpretation assignments. CERTIFICATE OF TRANSLITERATION

CT (Certificate of Transliteration)

     Holders of this certification are recognized as fully certified in transliteration and have demonstrated the ability to transliterate between English-based sign language and spoken English for both tasks; viewing sign-to-speaking English and hearing English-to-producing signs. The transliterator’s ability to interpret is not considered in this certification. Holders of the CT are recommended for a broad range of transliteration assignments. NATIONAL INTERPRETER CERTIFICATION

EIPA (Educational Interpreter Performance Assesment)

     The EIPA is a tool that evaluates the English to ASL / Signed English and ASL / Signed English to English skills of interpreters who work in the elementary through secondary classroom using videotape stimulus materials and a procedure that includes a comprehensive rating system.

NIC (National Interpreter Certification)

     Individuals who have achieved NIC certification are nationally-certified interpreters. The National Interpreter Certification (NIC) Examination tests interpreting knowledge and skills in three critical domains:

  • General knowledge of the field of interpreting through the NIC Knowledge Exam;

  • Ethical decision making through the interview portion of the NIC Interview and Performance Exam;

  • Interpreting skills through the NIC Interview and Performance Exam.

Candidates earn NIC certification if they demonstrate professional knowledge and skills that meet or exceed the minimum professional standards necessary to perform in a broad range of interpretation and transliteration assignments in all three domains.
